Dubai Approves New Strategies: Parks, Aviation, Education, Sports, Finance, and Healthcare

At a meeting of the Executive Council, Sheikh Hamdan bin Mohammed approved several development directions — from ecology and education to finance and healthcare.
All initiatives are part of the Dubai Plan 2033, a long-term strategy focused on sustainability, comfort, and quality of life.
1. Parks and Green Spaces
Investments — 18.3 billion AED: 310 new parks, 120 open public spaces, 187 km² of green areas. By 2040, 80% of residents will live within a five-minute walk from a park. For the real estate market, this means rising prices in new green districts — nature and comfort are becoming key value drivers.
2. Aviation
The Aviation Talents 33 program creates 15,000 new jobs and 30 strategic alliances. This supports housing demand in areas like Dubai South and Expo City, where offices and campuses of aviation companies are concentrated.
3. Education
By 2033, the city will have 60 new schools and 120,000 additional seats. Incentives and benefits are provided for investors. Family-oriented areas like Arabian Ranches, MBR City, and Dubai Hills will see additional demand growth. New districts where schools will be opened will become promising zones for investment.
4. Sports and Lifestyle
19 programs and 75 initiatives will turn Dubai into a global sports hub. This creates a foundation for the development of wellness complexes, lifestyle residences, and club projects that combine sports and leisure in one space.
5. Finance
A Court for Financial Restructuring and Bankruptcy is being established — an important step for capital protection and business transparency. This strengthens Dubai’s position as one of the world’s top three financial centers.
6. Healthcare
A new early disease detection program aims to increase life expectancy and improve medical services. For investors, this signals that wellness and medical real estate are becoming strategic directions.
Dubai is focusing not only on architectural scale but also on quality of life. Systemic reforms, infrastructure, and social programs create sustainable growth rather than a “bubble of expectations.” When a city grows both outward and upward, the economy, the people, and the real estate market all benefit.
